The Kosovo Aftermath: Challenges and Perspectives
The Kosovo crisis, provoked by ethnic Albanians, preceded the dissolution of Yugoslavia in 1991 and turned to be the last chapter of international intervention in the Western Balkans. The UN protectorate over the southern province of Serbia, established in June 1999, was twofold: for Belgrade it meant the road to substantial autonomy for her southern province, for Pristina, dominated by Kosovo Albanians, a necessary step before independence from Serbia. The UN-sponsored negotiations on the future status of Kosovo in Vienna (2006-2007) failed to produce mutually acceptable compromise as well as the prolonged negotiations under troika (UN, USA, Russia). Unilateral proclamation of independence by Kosovo Albanians (February 2008), swiftly annulled by Belgrade, was not met, as many expected by enthusiasm, but rather by contested responses within international community. The controversy over the status of Kosovo was therefore put under the assessment of International Court of Justice at Hague.

Lessons not learned; Peacebuilding in the Balkans
The paper assesses major challenges of international peace building efforts
in Kosovo in light of previous engagement in the Balkans, in particular in
Bosnia and Herzegovina. It addresses Kosovo´s new semi-sovereign status;
highlights achievements and shortcomings of previous peace building efforts;
and explores what could be learned from engagements in Bosnia and
Herzegovina. It argues that basic lessons from earlieer peace-building
efforts have not been respected in Kosovo. This may have disastrous effects
on both the stability in the region and the credibility of international
actors, in particular the European Union.
